That would be unnecessarily hard and way more work than just installing patch 3.2, it doesn't change much besides the custom settlements. Also, the only reason I can come up with why you want this is that you want to finish a campaign or something but it won't be save-game compatible.

IIRC from another post he has edited his 3.1 quite a lot but don't wan't to miss out on the new 3.2 settlements.

Ok, he has to copy the "settlements" folder from 3.2 to 3.1 (Overwrite everything) and then open descr_strat in data/world/maps/campaign/imperial_campaign (from 3.1 and 3.2) and replace the settlement part:

from 3.1 from the settlements Esgaroth and Cair Andros with the ones from 3.2.

If you also want the new strat models copy the .../data/models_strat/residences/faction_variants folder from 3.2 to 3.1 (replace all again).
