As i said in the other thread this statement is about the content of the faction description, the look of the units and the gameplay isn't final and may change before the launch.
I doubt they are speaking about the number of faction.

Anyway, no. It means that the faction backgrounds, images and symbols might change. Besides, if they would have changed the number of available factions they would have done so very early on.

Rome I started initially with ONLY 3 with 8 additional factions to be unlocked. 11 factions of which 3 were roman

I think nobody argues that the 9 different factions of RTW I were optimal, but 9 > 8.

I don't see a problem with that. It's called business. Everyone will have to decide for themselves if an additional DLC is worth the money for him.

No! They have confirmed 8 playable factions! I don't understand why people keep pushing for more:

Do you think they have that much extra capacity - staff sitting around doing nothing - that they can just decide to add a couple of new playable factions to a game less than a year from release on a whim?

I never minded DLC so long as it was for more than a few units. Unit packs piss me off. I get them because I want to support the company that makes my favorite PC game, but I pretty much never use it. Factions on the other hand, I have no problem buying. This is will be especially true in Rome 2 where the factions in question will be almost entirely unique with their own rosters, politics, and cultures. I expect there will be at least 1 pre-order bonus, possibly 3 following the route of Fall of the Samurai, but I doubt it. My guess is the Seleucids will be pre-order and in a few months we will see Iberia or Armenia or Scythia. Those seem like the most likely factions to get done.

It would also be nice if this game cost $19.99 and didnt require steam. But, you have to have realistic expectations. Faction DLC is a license to print money. They will lose out on alot of potential profit if they dont release any faction DLC. While I dont like faction DLC and wont buy any I am also a realist.

Edit: You have to realize that they will not sell any more copies of Rome 2 if they include 10 factions rather than 8. You will either buy it or not. Noone will be on the fence thinking boy if only the Thracians were in the game I would buy it.

I hope CA will suprise us, Seleucids will be 8th faction but Ptolemaics will be 9th faction.
