Carthage units has no upkeep, bug?

So me and a friend started a coop campaign today, with me playing as the Ardiaei and him playing as Carthage(House of Barca). After about 10 turns or so we noticed that his units didn't have any upkeep, except for some of his generals who had an upkeep of 4. Not even his mercenaries had any upkeep, as shown in this picture http://i.imgur.com/XBNrNvD.jpg

Is this normal or are we experiencing some kind of bug?

We're using DEI and the Ancient Empires DEI edition mod, both downloaded via Steam.

EDIT: After starting a new campaign, it seems to be the edicts which gives -15% land unit upkeep that goes global, so after capturing a few provinces he's able to remove all upkeep from any army he has.

Bug ofc. And it might be due to AE. Try removing that submod and see if the problem still persist. Bugs related to AE should be reported in their submod thread and bugs concerning DeI should be posted in the appropriate thread called Bug Reports.
We like to keep the forum neat and clean and dont want it flooded with new threads everytime people have a bug

I wasn't quite sure if it was a DEI or an AE issue, so i decided to post it here since i hoped for a quick answer. Sorry if that was the wrong choice.

EDIT: After testing it a bit more we noticed that it's definitely an AE issue, so i apologize for cluttering the forums :S Feel free to delete this thread. And also thanks FlashHeart07 for the quick response.
