I also created a descr_blood.txt, but since the game isn't looking for it, it won't use it. This is what really sucks, because the game only uses the already pre-defined effects, and new ones could only be added if the source code would be modified to recognize it. Of course we do not have the source-code (alias the hard-coded material), and as you can see with BI - CA added custom light effects (modified the hard coded stuff) and re-released the game again, so adding new effects isn't impossible - but requires full access to the game-code.
