    So you say that in Rome 2 the transport ships are a problem because they are too strong, while in Civ 5 you consider them a problem because they are too weak... well, it seems like a game balance...

    You see, as I was saying earlier, this is just a matter of balance (and of bad AI).
    Transport ships should not be "armadas" but weak ships, or boats, or barges (whatever you want), much weaker in...

    You don't solve AI problems by locking out features. It would be the same as saying that, since AI cannot siege properly, then siege battles should be eliminated and always auto-resolved by default....

    So you see, it is just a matter of balancing. I.e. make transport ships much weaker than real military ships.

    Transport ships are one of the best new features. Some people are just so crazy about micromanagement for the sake of itself that they cannot tell fun from tedium.
