A tiny little tweak - it removes the Naval Hospital from the game, not sure if this has been addressed yet.

Naval Hospital is available much earlier in the game than the Steam Drydock. The AI won't of course wait for it to become available and simply builds the Hospital to fill an empty upgrade slot. In result nothing stronger than a 2nd rate appears in the enemy fleets.

How to:

-open the main.pack file with Pack File Manager
-find the drydock string in unit_building_junction_tables file
-delete the naval_hospital string (Delete key) and save

It doesn't affect anything else, the Naval Hospital simply dissapears from the upgrade chain. Haven't tested it fully yet, so if it didn't work, you may restore the original file and I'm pretty sure it'll work with all savegames.

why would you delete it, if you find it to bad give more exp bonus or some other bonus. I would rework personally the techologie tree. I find -5 upkeep cost and those little changes really useless. if it not changes 20% at least it doesnt give any advantage.

I think you misunderstood the purpose of the mod (unless I did). Titus is saying that the AI will only build Naval Hospitals and not Steam Drydocks, as they will not wait until they have the ability to do so, and instead just build what they can. This means that AI navies are always inferior to the player's own in the late game.

I personally think that a better way of dealing with this would be to give the naval hospital the same tech requirements as the steam drydock, and maybe give a bigger exp boost to the unit it produces (also make the price of construction the same).

i think you loose some ships that only can built in the naval hospital, but i'm not sure yet
so i would prefer flobulons suggestion

I see I think I did misunderstand the purpose. This would solve the AI issue .
 
What's the point of building Naval Hospitals? I haven't figured that out yet. It does not seem to give any benefit related to the word "hospital", like cheaper repairing facilities or something like that. Not that I have checked thoroughly, though...

You don't get any industrialization unhappiness with the Naval Hospitals. The Steam Drydock causes unhappiness, due to the industrialization.
 
Not to mention Naval hospitials give +1 recuitment slot over the drydocks you had before AND add +1 experance to nearly every naval unit built there, so I think it's worth it!
 
Why not keep the Naval Hospital but make the Steam Drydock an upgrade to the Naval Hospital rather than an alternative.

The AI should be able to deal with that...
