Why it is so?:
Julii-Seleucid
Brutii-Bactria
Scipii-Armenia/Hayasdan
Arche Seleukia-Julii
Carthage-Pontus
Egypt-Carthage
Pontus-Saka Rauka
Armenia-Scythia

and so on...

Has it a specific cause??:hmmm:
 
Mostly because it was not possible to change a faction's culture in the 1.2 patch of R:TW (on which the first version of EB was based). Thus, the factions had to be juggled around to make sure that the new factions were in the correct culture slots.
