4 years ago, there would be a 10-page thread in the staff forums about it and how to deal with it! There were some truly masterful trolls in the mudpit, ethos, and curia forums back in the day.
Then along rolled the tribunal...:whistling

Actually they face it while they are gone. As long as CdeC have not stripped a citizen of their rank they can be referred by staff or by a member of the site to CdeC, whether or not they are currently part of any of the citizen groups.

So why is that allowed? The curia / CdeC is not part of the Terms of Service of the site, and as far as I can see is only an opt in / opt out element. So why when members opt-out can they still be subjected to this? (Unless or until they specifically request to opt-in again?) When as I mentioned before the general rule for the site has been that members (other than Hex / moderators in the privacy of the areas designated for moderation) are prohibited from discussing other members accounts?

Its allowed so that if some citizen felt like breaking the rules they couldn't resign their citizenship break the rules and then resume their citizenship and not be affected. The discussion of members accounts does have allowances, such as CdeC and the tribunal commentary, though both in a limited way. Put it another way, just because you choose not to partake in any way with the citizenship and curia does not mean you are not still considered a citizen. Similar to how if I choose not to vote in election I'm still a citizen.

It's that way simply to ensure that people don't "conveniently" resign their rank whenever they are referred to the CdeC, only to pick it up again a couple of weeks later. If someone doesn't want to have anything to do with the Curia anymore they can simply ignore the whole process anyway. Nobody is forced to submit a defense or anything, nor can the CdeC "punish" members (aside from removing their Citizenship but if one has already voluntarily given it up he would probably not care about that).

So why can't grievances against a resigned account simply be logged - to be assessed IF and only if, the person does ever request to resume citizenship? Otherwise the CdeC is simply wasting it's breath / typing fingers... and invading the privacy of those who wish no part in it.

Abandoned eh? Never even got enough support to get voted on. I guess the Curia is as remote from making itself a credible and useful element of the site as it's ever been. I guess it's no surprise.

An arbitrary limit on the length of time on can be resigned wouldn't make the Curia more credible, nor more useful.
It'd only make it so there's another arbitrary restriction that makes little sense.

If the Curia is so afraid to offend one of their own that it can't bring itself to properly demote someone who left voluntarily, how can it possibly reform itself in a meaningful way?

I mean someone who simply choose to surrender their rank...:) To my minute experience, the CdeC has never shied away from stripping a member's rank when appropriate.

Would you like to explain why someone should be demoted just because they decided to resign the rank over a year ago? I don't understand your grounds for complaint here, and it appears you just like denigrating the Curia.

By the way Heinz, did you ever see this authentic battle tune? I just thought it was so good I should share, had it stuck in my head and all that.

Many Citizens deserve removal. Some plebians deserve promotion. Can you give it to them, Darling? Do not be too eager to deal out banishment in judgment. Even the very wise cannot see all ends. My heart tells me that _____ has some part to play yet, for good or ill before this is over.

The era of transparency has ended, and the Curia has withdrawn back into its conclave.

Jom, everything I would say is already in that thread.. Somehow for some reason, it failed, although I was very suspicious of the fact we had two threads. But that is venturing into private areas of the CdeC

If everything you would say is already in the thread, why do you subject everyone to this nonsense in here, then? Either refer Graham, or get over it. Don't pepper public threads relating to current Curial affairs with your farcical grudges and nonsensical conspiracy theories from events which happened months ago.

The era of transparency has ended, and the Curia has withdrawn back into its conclave.

You can read Graham's referral quite easily in the Citizen Antechamber. It pays to check facts before criticising.
