Playing as Prussia, I've been at war with Denmark for a while and they just won't accept a peace treaty. Normally I would try assaulting Copenhagen to give me more leverage in diplomacy, but before I could get a good navy going, they blockaded my only port. I thought, "Oh well, I'll just recruit some brigs to drive their ships away." However, by the time the first brig in the queue was complete, the "turns until recruitment thing" just stayed at 0 indefinitely.

Do blockades prevent you from building ships? If this is true, then I guess I'm going to have to invade the Dutch for their ports.
 
Yes, it is true. Just as seige stops settlement recruitment and building.
 
Same thing happened to me when I was playing United Provinces, blockaded my only port in India.......I had to buy a territory from the Martha so I could get a port :(

Wouldn't it be easier to get just military access through Hannover or invade that and then move north?

Something else you could try is moving your troops into the port itself. If there ships are in the harbor as well so to speak they will be driven out automatically, causing them to move further away. If you're lucky this might just buy you enough time to build a few ships. Keep in mind though that they actually need to be in the harbor, if they are outside blockadding it then this won't work.
 
Wouldn't be much sense to blockades if you could just build an armada in that port to break the blockade.

I had a few ships already built, but not enough to destroy the blockaders. I tried a land invasion of Copenhagen, but troops can't move across the channel to invade. I already had military access to Hannover, so the Dutch seem like my only alternative.
