The Italian Factions are relying on foreign Regiments as mainstay of their army. All Italian States have acces to German, Austrian and Swiss Regiments, each having their own strengths but limited in availability. Italians only make up the specialists and the Militia. There have been more unique Italian units added and the Italian Factions have seen some differentiation.
Savoy is the strongest among the Italian Nations. They are the only ones with a Line Infantry training on their own. They also get rather early access to Light infantry by the Barbets, and Alpine unit, and their Legion-legere, originally a kind of smuggling police.
The Papal States feature the strongest cavalry among the Italian Factions. They are the only ones fielding Hussars and they have access to some Papal Guard units.
Genoa, as an old trading city relies heavily on Mercenaries. They get access to additional foreign regiments as well as Marines.
Venetian roster has no striking strength. Venice can get much Light infantry from the Balkan and can field numerous Marines. Venice is propably the hardest of all Italian Factions having Austria and the Ottomans right at their doorstep.
We will only feature Venice and Savoy as playable factions.
I'm playing my first time now as Venice and I have to say it's the hardest campaign I've played so far.
They don't have an educational building like most of the others and so I have to steal the technologies I want from Austria.
I conquered Milan, Sardinia, Central Italy and Naples and I also took Morea from the Ottomans and also conquerd Tunis. With Genoa I've an alliance, same as with Great Britian.
The problem I have now after around 45 turns is, that my economy isn't growing anymore. With most of the other factions I never had to experience that, so I was wondering if someone of you who has played as Venice, could tell me how to get my economy growing faster. I mean they don't have Mines or anything that is valuable. I've already as many traderoutes as possible so that there's at least a little income of like 2000 per turn. It's going to be a tough game. But all in all it's a lot of fun playing as Venice. It's so different than the experiences with all the other factions I've played.

Savoy has been interesting (Hard Hard). As usual, the first step of grabbing Turin and Naples from Spain worked as did focusing on trade in the western theaters (outgunned by the Spanish in the east). The problem was facing France as well and securing a peace. For France that required taking Paris. - I helped Quebec by taking Upper Canada with a token force and giving it to them (odd neither they nor the Six Nations made the effort to take it). With a trade fleet at work, they have built considerable strength. The Inuit have designs on Newfoundland and won't make peace, so there is a sloop on permanent station to keep them from crossing over. Savoy is at war with the Six Nations as an ally of Quebec, but neither side wants to fight a battle in which I could serve as an ally.
- Stayed friendly with England by trading them Sardinia for the Windward Islands in the Caribbean and giving them state gifts. They have a fleet hovering around the Knights' well-defended Malta, which is on my victory list but for later since I don't want to deal with England early.
Global Situation: Marathas finally cleared out the Moghuls. usual. The Middle East has a small Afghanistan, Persia shoved back to Baluchistan, the Ottomans back to Damascus, and the Russian bear (in the 1750s) having captured Anatolia, Persia, and Baghdad. Since the Poles overran part of Prussia and down to Constantinople and Athens fairly early, and declared a war of succession against Savoy, the fleet had been blocking the Polish crossing of the Bospurus for a long time while I subsidized the Turks against the Russians (not enough, obviously - an agent in the area would have reported the situation earlier) . Part of the problem may be that the Turks bought ships (iincluding second rates!) rather than focusing on land.
Sweden is gone to Russia, England holds Norway and Hannover, and the Austrians or Poles took the rest of Germany. Although Russia and Austria don't like each other too much, both like the Poles in between and with alliances in place the Russians had the freedom to push on the flanks. I'm wondering whether to betray the Turks and seize what I can of their lands to keep the Russians from pushing to Cairo (my hope is they will conflict with the Marathas). But a Turkish campaign would be dishonorable and distract from the unification of Italy.
- Savoy allied with Morocco, at constant war with Spain. Subsidies helped keep them strong for a while. I started the second Spanish war and took Gibraltar when the Spanish captured Morocco - after some battles made difficult by the Gibraltar terrain and the Spanish ability to reinforce using their garrisons across a patrolled strait (what's with that?), I liberated Morocco - they would not take it as a gift, but the rebels reoccupied the city once the Savoyard troops left.
- Allied UP and Savoy helped in some battles with the French and Westphalians and the Dutch are now only in a passive war with the Poles. After building a mass of armies on my side of the French frontier years back, they recently moved it to Savoy and Genoa and it appears they have something in mind, as do I - taking the Papal States and Venice once Portugal is pacified. Savoy is on very friendly terms with them right now - such a shame to ruin relations, and risk conflict with our Austrian friends, but they are on the victory list!
Currently Savoy does not have the largest army, but does have the largest fleet and I think the strongest battle fleet.
As I was researching Venetian history there are some things I discovered.
I notice there seems to be a lot time devoted to the Venetian military, but not the navy. Venice was know for their war galleys... ideal for the Med, but not ocean- going. I am not sure if this is something that can be altered significantly. I curious to know.
I hope you can find this useful. I couldn't find any images of specific Venetian ships

Btw, will the IS in the future versions represent Papal States as a faction in itself, or it will be vanilla-style "Italian states" representing all the realms in the region (Holy See, Tuscany, Modena, Parma, Lucca, Massa etc), similar to your present German design?

Each Italian states represent in reality different realms, but some of them are faction in itself.
It should be represent in the rosters.

Thanks to brilliant geographers from CA, they didn't represent Tuscany.
As the Granducato is within Papal States borders, it was planned to add some Tuscan units to their roster (AoR recrutment).
Modena is a bit more an issue.
Depending of wars, they side with Austrian (Habsburg) or French.
They also send regiment to Venice.
Some Modenian units (reggimento di fanteria Modenese (granatiere / fuciliere), volontari urbani (militia), dragone) could be add as AoR units for northern Italy.
But nothing had been decided yet as it will depend of our workload.

My specialities lie in central European minor states and due to this I am also lead developer of the German States. We the developers of IS have begun the process at last in formulation accurate unit rosters for land units. We will however be looking into the navel side of the Italian Factions as many of the Italian States in game had significant history in maritime trade. We are currently only at the states of compiling Information and we are in an early stage of unit roster creation so everything is subject to change. We are hoping to have rosters complete and posted here as shortly as possible. As we are in such an early stage of development it is a perfect time for you the public whom this mod is for to provide any input of unts you want in game. Remember however this mod is not for the creation of specific regiments nor is it interested in any fictionalities. The Factions of the Italians States will include, Savoy (Also known as Piedmont-Sardinia), Genoa, Venice, the Papal States, and Naples & Sicily. The Italian States will also include the following subordinating factions, Duchy of Parma, Piacenza and Guastalla; Duchy of Modena and Reggio; Republic of Lucca and the Grand Duchy of Tuscany with the high possibility of the addition of Ragusa to the Ottoman roster and the possibility of the addition of other small Italian states if we feel we can successfully. At the moment Venice and Savoy will be the only playable factions however this is subject to change, especially if I have anything to say about it.
As it is not possible to split regions, we have choose to represant Papals States, considered as more historically important than the Grand Duchy of Tuscany.
Maybe some units will be available in Papals States region, but nothing more.
