Training Site for Minor Cities

This mod does a very simple thing: It enables one to construct a training site, or the equivalent for other cultures, in a minor city instead of having to "waste" a major city construction slot.

There was a mod around that did this for DEI specifically, so I went ahead and made a (hopefully) universally compatible version. I would love to give credits to the author of the DEI submod who gave me the idea in the first place, but I can't seem to find him/it anymore :/

This mod should have no compatibility issues as I am merely adding a line to the table and not changing a line in the table. Having said this, however, I have to admit I am very new to modding and with this being my first mod I hope there are no further issues.
