Do the Lybrannans have units that wear mech suits? Do I get them with the Steam building tech?

They're available in the Classic Ultimate submod that is based on older releases of Hyrule: Total War.

The creator Undying Nephalim removed that unit from his new HD overhaul.

They're a part of the non-HD roster, but not in the new HD-overhaul because Neph/Ice Cream Man didn't want them to be Steampunk anymore.
