How do I tone down garrisons using PFM

Darthmod's most unwelcome change is OP garrisons as that's completely ahistorical. I shouldn't lose half of my stacks attacking an empty city. That nullifies possibilities for army manuever as occupying cities take 1/4 of your army.

I would like to reduce effecitveness or number of garrion militias using a pack file manager. Could anyone tell me which file I should edit, and the address for the appropriate cell?

It's best to not edit any of the files, unless you are making your own mod. Just go to the Darthmod launcher and there should be an option there.
