It seems a bit silly to devote an entire month to the Confederates despite the significance of the Civil War but I don't see anything taking shots at Obama. It's not promoting dissension or anything just recognition and understanding of a historical period.
I personally don't think there's anything wrong with recognizing those who fought and died. I do find a problem with the idea of celebrating the institution of the Confederacy as if it was some noble pursuit that was worth dying for. I really hope this proclamation doesn't extend into public schools.

In some parts of the South, every month is Confederate History Month.
But they did murder police officers. Some of them might have been corrupt police officers, but murder is still murder.

The hell does this have to do with the Republicans or tea party movement, let alone racial bigotry? Anyone who's not a complete ignorant moron knows Southerners are generally proud of the Confederacy, regardless of their views on race. It's a part of their history and unique culture within America, and they respect that, even if they don't agree with a variety of the actions the Confederacy took or things they believed in. This is a non-issue. It's just one of those uniquely Southern things that no one else really gets, but it really says nothing else.

Also, I suggest reading "Killer Angels" by Michael Shaara, a historical novel on Gettysburg based on Longstreet's memoirs. It has a good view of "The Cause"
