Remove all restrictions of Curial office based on infractions points and you have my support. The Curia should exist independently of staff influence at this point. Let the Curia decide who it wants to serve. Compulsory disclosure of points? Sure. Be my guest. Automatic disqualification? Nah bro.
Once upon a time, only citizens qualified as moderators. Once upon a time, therefore, only citizens qualified as Hex. Staff dispensed with that years ago and yet, the Curia has allowed staff to directly influence who the Curia allows to serve the Curia by automatic bars to running for office as if the citizens are not capable of deciding who should serve the Curia regardless of even Curial procedure for censure. Staff has effectively exercised a veto to Curial service. Does this sound right to you? it doesn't to me. Let the Curia decide.

So why not let citizens use their own good judgment to decide instead of it being a veto? Make disclosure of any infractions mandatory and let the voters decide. What's the downside?
