    Is there any way to disable this?


    Also I'm playing as Norway, all tech and buildings are built but i cant recruit cannons, gas, tanks, bunkers or flamethrowers. Cant neutral factions access this any more?

    At the start of the campaign you have to choose either historical alliances or "free for all"... I believe by selecting the nonhistorical option you will be able to declare war on anyone.

    The way tech is set, only the factions that historically had access to that tech will be able to research/employ it. Though cannons should be accessible.
