I'm sorry, what Python files would you be referring to? All that's in the ZIP file are the BAT files, the EXE, and readme.

Link to the sound extractor you're trying to use, please. There are about three of them, now.
The one remember but I thought it also had a py file. My oops.

Yes, but since there is no "extract_all_idx.bat" file in the archive, I extract the "extract_sounds.bat" and the "xidx.exe" files, and then run the "extract_sounds.bat" file.
You can't run xidx.exe by itself. you have to run the extract_sounds.bat.
Are you trying to extract the vanilla sounds, one of the Kingdoms campaigns, or a mod's sound files? If a mod which one?
The extractor is set up for vanilla but the rules change for the rest.
I do run the "extract_sounds.bat" file.
Anyway, I'm trying to extract the sound from the Hyrule: Total War mod.
I've tried it for the base game, but no luck with that either.
Like I said, rules change with mods. Unzip this and see if it works.
That file didn't help. All that came up was:
.\xidx.exe -x music voice sfx
pause
Same problem as before.
How much disc space do you have left?
It maybe a good idea to ask them which extractor/packer they used.

Oh, I have plenty of disk space, in excess of 230 GB.
Ask Hyrule which one they used, then.
FOR PEOPLE HAVING PROBLEMS WITH REPACKING THE FILES:
The first method for it works perfectly, the game engine can repack the files itself, no effort needed.
The issue you found where the game was unpacking it and creating dat files with 24 bytes (seen in proprieties) happens because your new edited folder containing the sound files was not in the right folder to be packed.
You must place them in data/sounds and not in data/sounds/data/sounds wich is the place where the extractor allocates the extracted files.
So just put your edited music, voices or SFX folders in data/sounds (where the original bat files were), delete these originals and run the game.
Also, something the OP forgot to say, its not just about deleting the original dat files, you must delete the idx also. And also the event files (both idx and dat)
