And as we know, Tully armies were separated from Stark. They had their own leading, and were in different battles in most cases. Only battle where they fought together was in Riverrun, i think. And if Tully would be under Stark, what to do with Frey faction then? Probably the same....
In case of Tywin/joff, their armies are totally separated.Lannister armies fought Tully and Stark alone (they even had to defend their homeland because of Robb sacking their castles). Then they arrived to KL together with Tyrell and saved Joff's army - gold cloaks and mercs(did crownlands vassals even gather some men and make an army? Cannot renember). Then part of lannister army attacked Dragonstone (yes with KL ships, but nothing else), and second army went to The Riverlands again. Lannister de facto just defended Joff castles, but thats all .
Only Renly/tyrell acted as one faction. They made massive army and send it to Kl. But it lasted just for few weeks/months. Soo i think it wouldnt be wise to make The strongest faction in game, just because of something, what ended sooner, than it even did something (really, what Renly important did? ).
And if we would merge 2-3 factions into one, The AI would make more problems than profit. For example if Renly capital would be Highgarden, AI would defend mainly Highgarden, not Storm's End. Soo Stannis faction would probably take Stormlands easier from AI. Similar problems with capital would surely happen with Joff/Lanny and Tully/ stark
