Number of horses is in land_units_table, whereas number of men is in main_units_table. I think its under the "mounts" key, rather than "animals", but can't remember.
The number of horses has to be the same as the number of men.

Also, note that editing the number of men generally makes naval battles and beach landings buggy.

For the startpos file you use to use the ESF tool, I can't remember where the file itself is found though (I barely ever edit the startpos and hate it)

For Attila its the same place as normal units, data.pack - db - land_units and main_units. I'm fairly sure Rome 2 is the same, unless you have to edit the historical battle lua itself, which is in data.pack - script - battles or something along those lines.

I don't know what it stands for. Edit Save File perhaps?

It depends what you're trying to do. Some stuff you can use the Assembly Kit (official CA modding tool, downloaded via Steam - Tools), some stuff you need to use the ESF editor. I'm guessing you want to make it so all units are double sized, so its quickest to do that via the ESF editor to change a single value from 1 to 2.

I'm really not the person to ask about stuff involving campaign modding though, I haven't done it since 2013/2014.
