CTD on clicking to start new campaign

So I have a clean new install of vanilla.

My user script says,

mod "Brigadiers Total Music Mod v3.00".pack;
mod "WoS_3_1_Enhanced".pack;

In my data folder the only things not vanilla that I have added are,

NER_CAI.pack
NER_Campaign.pack
NER_Combat.pack
NER_Text_en.pack
NER_Essentials.pack
Brigadiers Total Music Mod v3.00.pack
WoS_3_1_Enhanced.pack
WoS_3_1.pack

What's the deal

To check out which mods work with NER, just add one mod pack after another and always edit the user script accordingly, start the game then after each mod pack addition and activation.

Ie. above i see you have not listed (activated) WoS_3_1.pack, so the culprit might be obviously this. But i don't know the WoS_3_1.pack (ie. content and file format).

Also, we are not responsible if a mod on NER does not work

Fact is NER on NTW vanilla works, and there are a lot of graphic and sound/music mods which should work on NER. Other gameplay mods and NER don't live in harmony and can cause a crash, besides if more than one text mod file is used.
