Luthor Huss is a Warrior Priest. He's not known as anything "major", like Chosen of Sigmar, or Theogonist, he's just a warrior priest. With his name, he's Warhammer's answer to Martin Luthor. Stats should be in the region of +1 Attack, +1 Personal Security, -2 Unrest, +2 Piety, -10% Trade, -0.5 Population Growth (Merchants and some of the populace flee from him - hence less unrest caused by Chaos, but less people in the settlement, because they don't have the interest to get accused of heresy).
Valten is a Chosen of Sigmar, and is extremely powerful. However, he's being used as a Tool by Theogonist, Huss, and the Emperor. He has no wish to command, instead, preferring just to smite the enemies of sigmar. Hence perhaps -2 Command, +5 Troops Morale +3 Piety, +1 Personal Security, -10% Recruitment Costs, +10% Movement, -10% Trade, +1 Pop Growth.
Balthazar Gelt is the Leader of the Gold Order of the Colleges of Magic, and specialises in alchemy. +1 Personal Security, +50% Trade, +50% Mining
Magnus Golt and Franz Fogel I have no idea over.
Witch Hunter, I'd say +1 Personal Security, +1 Piety, -1 Pop Growth, and Greatsword = +1 Personal Security, +1 Commanding Infantry to start with.
