Icon5 Carthago Nova - movement in a region suddenly has become twice slower, troops and buildings in a region damaged

Playing DarthMod as Spain. Carthago Nova region from turn 16 to 17 (winter 263BC, to summer 262BC) gets a strange "event" – farms get damaged, troops in the settlement lose a few men, troops in the region outside the settlement lose 15-20% of men, and movement in the region from then on gets twice slower (few turns later still slow).

No event shows up, this just happens.

    Anyone know what this is?

If so it's bugged somehow. Because no event shows up. I thought maybe it's scripted, and there should be an earthquake in Iberia in 258BC, but the date of this bug is
    a few turns earlier.

I'll post here if I learn anything new.
