To understand and to explain

In another thread someone has ask "what does the book say?".

I want to ask you now three questions:

a) What does that mean to say, a/the book says?
b) What does it mean "to understand and to explain something (e.g. a book)?"
c) What do these questions have to do with Ethos, Mores (and Monastica)?

For those who have already some training an extra question: What are your hermeneutics? Explain!
