    Default Population Growth

    My suggestion to limit population growth for those who play 1 year = 1 turn like me is to modify descr_settlement_mechanics.xml and specifically this value <factor name="SPF_TAX_RATE_PENALTY"> I changed this part <pip_modifier value="4.0"/> from 1.0 to 4.0 so now when I increase the tax rate, instead of losing 0.5 percent population growth I lose 2 percent which allows me to be able to construct most of the upgrades before I proceed to the next tech level. It also makes it more difficult as it you have to decide between Tax Rate and growth.

    Thanks for the suggestion! That's actually a quite good idea.
    And because I make 1 turn = 1.5 years in the next version I'll probably change some settlement mechanics anyway.
    The population growth in general will be also slightly reduced or I'll increase the minimum population level for a settlement upgrade...

    I dealt a lot with the problem of balancing pop growth in UAI. The problem of only changing the tax penalty is that it will hurt the AI more than you, as the AI has the tendency to keep its tax rate up.
