    Default Balancing Growth Rate

    If You put some negative growth effect on walls upgrades You can reduce this exponecialy growth rate.Only for city (latest upgrade of wall = normal) and not for casttles (they are good as they are)

    If you want to mod it yourself, just raise squalor (SPF version) by 0.1 in descr_settlement_mechanics. A change like this will only impact on larger cities which from your post is what I assume you want.
