Well ive been trying to take pictures from the cinematic editor of M2TW and since fraps doesn't work there, i ve been using the print screen button, which is really annoying since every time i take a pic i have to save it somewhere and then try to take a new one. do you know any free (or maybe just not too expensive) software to take pictures that works kind of the way Fraps does, but that works outside of games?

The inbuilt one? Just press print screen in-game and it'll save it. (You might have to enable it somehow). You'll know that the game has taken a pic when the screen freezes for a moment (and on my comp, playing with 1280x1024) I see a 1024x760 sized pic of the screen I printed (rest is black) and then it goes back.

Are you asking for a program to take screen shots outside of games in normal Windows? Try Printkey, it's a pretty nice freeware screenshot program.
