Ok, try this:
Go the the folder "...Rome - Total War\EB\Data\scripts\show_me\". In there, there will be one file "EBBS_SCRIPT.txt" (the EB script). Open it up and look for this part (in the section 1c):

Ok, now 'comment out' everything but the year (and necessary stuff) with the ";", like this:

Then play EB, activate the script, end turn, and you should have the reforms the next turn. If you don't get them then you either: are still in the Camilian Era, haven't played for 100 years, or have some sort of corrupted data.
EDIT: I may have found a typo that caused your problem. You have to have 7 Latifundia in Italy (not including Mediolanivm or Arpi). You could try building those seven, if you haven't already (instead of what I wrote above).
