Are you using the rotation gizmo? (It's the circular arrow at the top)

Er, alright if that doesn't work go into Customize--> Show UI --> Show Main Toolbar

The 'Show Main Toolbar' line should have a check next to it; if it doesn't, click it.

Well, what I said should work, but if it doesn't I guess you can always just restore the defaults on your UI scheme. (Look under customize--> Custom UI and Defaults switcher)

If that too fails, just look up the hotkeys for the various buttons on the main toolbar and you should be fine.

    Follow these steps:

    1) Press '5' select legs and delete.
    2) Use 'Select Object Pointer' to highlight your entire unit
    3) Right click, hide.
    4) Import a model from vanilla rome that uses the same skirt you have on this unit.
    5) Press 5, select legs of newly imported unit, and detach.
    6) Right click and hide newly detached legs.
    7) Delete remaining portion of imported model (Make sure you delete the skeleton as well)
    8) Right click, Unhide all

Note: This is all assuming you have not altered the vertices on the bottom of the skirt.
