You can't have more than 20 unit slots in a single army (ahh, hard code).

You can, however, go into preferences.txt and change "UNLIMITED_MEN_ON_BATTLEFIELD:FALSE" to "UNLIMITED_MEN_ON_BATTLEFIELD:TRUE"

Then if you begin a battle, any of your armies which are right next to yours on the strat. map should join the battle with you (from the onset, I mean. Not as reinforcements).
