    Default (Moved to Vote)Triumph Bill

    Proposer: the Black Prince
    Supporters: Ozymandias; scottishranger; Belisarius

    Reasons
A golden modding crown was awarded as a triumph, which apparently it isn't, according to what was actually passed, and the text of the two new additions contradicts the rest of the section. I'm not sure if it was perhaps intended for these to be passed as medals or not, but their structure is very different from the other medals. on top of which, they simply don't get enough coverage, taking place in the Curia. I propose changes as follows

The following sections shall be changed as follows

    Article 2 - Community Medals
Golden Laurel CrownA Golden Laurel Crown Medal shall be awarded to those members who receive this triumph

Golden Modding CrownA golden Modding crown medal shall be awarded to the listed members of a team who receive this triumph

Article 3 - TriumphsThe Parliamentum shall recognise remarkable achievement by a member, members, or team by awarding them a special Triumph in their honour. This Triumph shall take two forms as follows

    Golden Laurel Crown
Any Burgensis can propose another Burgensis for the honour of having a Triumph provided he has the support of 10 other Burgensis. The individual nominated must accept the offer and the case must then be submitted for ratification by the Consilium Burgensum . A simple majority of non abstaining Consilium Burgensum members is required for the event to be held.

    Golden Modding Laurel
Any Modding team which is a part of the community may be awarded this Triumph. The Triumph is awarded by either the Consilium Regis or a simple majority of non abstaining Consilium Burgensum voters. Any member can nominate a mod for the triumph. If awarded the modding team is allowed to use the triumph in advertising and may be awarded gifts such as interviews and exposure.

Upon the granting of a triumph a thread honouring the members shall be opened in the TW and Modding Community Forum by the Speaker, or, in a more appropriate forum at the Speaker's discretion, remaining open for a minimum of one week, and the Chief of Content shall post a front page announcement linking to this thread.

No more than two triumphs may be held a month, though members or teams may be awarded multiple triumphs over time. Members awarded with a triumph may have an appropriate medal created for them as per the terms of Article 2 above.

should this pass, this amendment shall apply retroactively, and all previous awards of the two concerned medals shall be restyled Triumphs, and their threads moved to the appropriate forum, that the members concerned might receive the honour and praise they deserve

word for word, this is the same text as the existing, i've just moved it into a new section, and changed the provision relating to announcing them. The medals section states how and why medals are awarded at the top of this section, then these 2 medals, containing their own, very different procedure were added, which made no sense. Afterall, a medal isn't controlled and run by the parliamentum, if its awarded by the Council...

More importantly though, the announcement of the MESH triumph went largely unnoticed, and that kinda defeats the point. The bulk of these triumphs are going to be modding or TW related, so they should be announced there for all to see, and if not, this allows the speaker to announce them somewhere more appropriate if need be, such as the Seminarium perhaps.

I support, but think its important to get news onto the frontpage.

The frontpage itself needs updating too, remember the Picture of the Week?

Well, if I, Belisarius, the Black Prince, and you all agree on something, I really don't think there can be any further discussion.

I didn't get involved in the initial debate on triumphs as they largely sounded like a bit of harmless fun. As the aim now seems to be to make them a bigger feature in the modding community I am becoming a bit concerned over the mechanism for awarding the modding ones.

Any Modding team which is a part of the community may be awarded this Triumph. The Triumph is awarded by either the Consilium Regis or a simple majority of non abstaining Consilium Burgensum voters. Any member can nominate a mod for the triumph. If awarded...
If it did actually become a popular thing, you could end up with a lot of nominations, it's not clear whether nomination should normally go to staff or CdeC (sorry for old terms). What happens if there are more than two valid nominations in a month? - are they queued or does nomination process have to be gone through again.

I think process would probably work fine for big sudden breakthroughs like the Mesh converter, but it's being talked about applying these things to mods like RTR and EB and so might be something people want to nominate multiple different mods for. I'm a little curious how that would work - is it meant to be linked to the timing of a major mod release only, or retrospective?

Also I really do want to avoid sinking into the 'curia doesn't know about modding' argument. But is the CdeC (consilium burgensum) really happy about picking out the mod/s with the greatest technical achievements etc. from a big group of nominations? Even if there were enough volunteers for CdeC to have an election for places, councillors are much more likely to be chosen for their talents in vetting candidates for citizenship than for ability to analyse the technical merits of mods!

    (sorry don't have solution though)

this appears either to be entirely uncontentious or just plain boring, but it does have the required support and its been 3 days since i proposed it, so vote please!

i ask again for this to be moved to vote after waiting, quite patiently

i had 3 supporters at the time, and if that doesn't satisfy you there are 4 listed supporters, citizens all, in this thread, at least 2 of whom are patrician or higher
