nope, assassins do. use assassins to sabotage the buildings that give enemy settlements public order, like shrines and theaters. Although it usually takes a spy already infiltrated in the city to make sabotages more effective since they identify the settlements' buildings.

wait i thought spies did affect public order...if you move a spy right next to an enemy city, you can see what the public order is...move them into the city, and you'll see the number drop
