Commodus in Gladiator was pretty messed up, not your everyday villain. Hmm, who else, I'm a bit stumped, I'll add some more later.

I personally am not interrested in simple dualism in films, good vs evil, black and white distinctions don't exist, its just different shades of gray so i can't judge a character in a film as evil, they just are doing what they thing is right or just.

To me, her contempt for the Emperor, her betrayal of the Empire, and her utter violation of the laws that had governed the Imperial age of peace make her an even greater villain that the Imperials are made out to be.

Yeah, except he's not a villain. Palpatine was a peacemaker, an order-builder, a unifier, and a man of vision.
I have seen Triumph of the Will and at no point in it was "The Führer" ever portrayed as "the supreme evil", the typical uneducated world view (I suggest you watch "Der Untergang" or "the Downfall", a more realistic view of the final hours of a sickly old man, but you won't, will you)

Nope. Both were corrupt.
The republic was corrupt and ineffectual, and the Jedi Order was corrupt and power-hungry. Palpatine destroyed the Jedi Order because he realized that they would become a danger to the Galaxy, as evidenced by Mace's willingness to 'take over the senate' in order to take down the Supreme Chancellor. And, as he said, "The jedi and sith are alike in almost every way- including their pursuit of power". The Jedi were always ready for more power and influence in the Republic, and were all too ready to seize absolute power under flimsy pretexts.
The Republic's system was flawed, in many ways. Palpatine streamlined it, cut out ineffective bureaucracy, and virtually eliminated corruption. Even then, it was incapable of protecting the rights and stability of the galaxy, so he replaced with the Empire- democratically.
And, what's more, he did not lie when he said he would hand back power once the crisis had abated. After the declaration of the New Order, he split the executive into the Emperor (head of state), and Grand Vizier (head of government), and gave back much of his democratically elected dictatorial powers. He still retained some executive privilege, or course, such as emergency powers in the case of a severe national crisis, i.e the traitorous rebellion.
So, in the end, Palpatine was a strong and wise ruler, and a prudent Emperor, who was cut down by a traitorous assassin, which caused the entire galaxy to sink into years of chaos and disorder. If he had not perished, the Galaxy would have remained stable and peaceful.
I didn't say the film portrayed him as the ultimate evil. Just that he was a historically villainous mother****er, and also appeared in a movie.
Oh, and don't call me an idiot. Next time, I'll report it.
