Well, I do not know if it is illegal but considering what you have in mind...wouldn't it be more suitable to use other maps, like Mundus Magnus or the one of RTR, to provide some examples? They have more regions and, at least for RTR, the factions that you need are already included so your work would be limited to the creation/move of some settlements and the change in ownership of some regions.
Just a suggestion with the best intention to see your project brought to life someday.

but my plan was to make some greek cities as factions(rhodos,athen)
and i had to add 2 factions too(India and the kingdom of lysimachos)
The ROP map is exactly what i need

what i should do now i must think now a time about shall RTR map or look for others like ATW

Eeek, sorry I think it could technically be illegal to use ATW map and release for people to play on BI / RTW. As it is giving away part of Alexander Total War without people having to pay for game - if you bought Alex and did mod so it was only played under Alexander then that would obviously be OK though, but you might not want to do that because of rest of issues..
You can expand part of map / do new map yourself but it does take a lot of time, especially to do refinements.

I didn't think it would be illegal. When I asked Sporkyness about using about using character portraits from M2TW, he said they were released for modding, so naturally, they could be used legally on RTW.

This will give you the option of using Mundus Magnus map and customize it so it might be interesting if you are able to understand the process. Which I am not![]()

Edit: it looks like this is more complicated, as the tutorial mentioned above is for RTW 1.2. There is another tutorial for higher versions of RTW which I think you must also consider:

I will try these Tutorials and i found a historian who can help me a little bit with the maps out
Its looking like that the mod becomes a good end
(I have already a list of features i had only to ask some modders for permission)
