Are you changing out the disk at that time? If not, it looks like it might be the disk.

if u mean changing out the disc by ejecting it, im not, but ive installed MTW2 before though, im gona attempt to burn it to a new CD etc.
i tryed INSTALLING on my sisters pc and get the same error, so im guessing its the CD, if all this doesnt work looks like im gona have to resort to downloading it off Torrents

Exactly the same problem happened to me when I was trying to install Hitman: Blood Money. I found a solution though,
if you have winrar, uninstall it, install the game, install it again if you need it.
When I did that the game installed.
If you don't have winrar, or it just didn't work let me know.

Try copying all the files off the disc to a directory on your harddrive - then perform the install from there. If you're able to copy the files to your drive then the disc isn't totally busted then it could be some copyprotection-drivers that are messing up your installation.

ok i seem to of found sumert out, the CD doesnt copy the files that are the problem onto my hardrive, ive read the error and reasearched it and its all coming up with a problem with the CD or DVD,

You could try this - just to make sure there's nothing else messing with your dvd-player.
Try a clean boot and start over this time around, to clear up any possibility that another actively running program is interfering with the installation.
1.
Click Start, and then click Run.
2.
In the Open box, type msconfig, and then click OK.
3.
On the General tab, click Selective Startup.
4.
Under Selective Startup, click to clear the following check boxes:
* Process SYSTEM.INI File
* Process WIN.INI File
* Load Startup Items
5.
On the Services tab, click to select the Hide All Microsoft Services check box, and then click Disable All.
6.
Click OK, and then click Restart.
Note: To restore your normal boot sequence re-open msconfig and place a check in the items you previously disabled.
If this fails - I found this advise on the sony-support --
If you cannot copy the CD contents to your hard drive or get the same error message when installing the game on another computer, then there is a possibility of the discs being defective, if you suspect this may be the case, please return the disk to the original retailer for a replacement.
Also, you mention that you tried it on another computer. Do they have the same DVD-player? I read about someone else having your problem here and they solved it by using another DVD-player.

i had he same error message except with the localized.pack or whatever. i tried copying the files on the cd to my hard drive and lo and behold the localized file didnt copy. help me out guys what does this mean? is it my dvd drive thats the problem? the dvd installed on someone elses computer

dude what i did is nothing worked for me, it was my cd, i got my friend to copy his game and i just used my serial.
But if u dont have a friend just download the game or i think u can replace ur cd somehow.

By the way, CD key doesn't matter in this game, only if you want to play multilayer battles. So during the installation you can just put random numbers in until it says Next.
