Field Costs for the Besieged?
I'm playing as the Spanish and am in a two front war with Portugal and France. Neither will cut a deal. But here's a problem I noticed: is it intended or not?
The Portuguese keep popping up from the south or by sea and besieging my cities. I've had no problem dealing with them. But every time they get a city under siege, I get charged the costs of a besieging army! Twice they besieged Leon, where I had the king (who is old) and his heir. And twice I got hit with a F2500 bill--2000 for the siege and another 500 for the second leader!
Did you intend to have the field costs for sieges (the rationale for which I do understand) to also apply to besieged forces?

I am at work in the office so I cant look at the game files, but it sounds like you are getting charged for the garrison that spawns to help you defend. I'm not sure if Leon can get a portugese garrison but this is what it sounds like to me.

Right you are. I didn't realize you pay for the costs of the garrisons.
But here's the problem: I just had a small force of five French units, led by a captain, head for one of my fortresses. It had an adequate garrison. I also had a leader with an army (paying field costs) on the way to reinforce. The French besiege the place and I get hit with a F1200 bill for troops: 1) I don't even need, and 2) I can't afford and have to lay off. Moreover, having played now for about 150 turns of DlV 2.0 and 2.11, it is clear that the AI has a problem with the garrison script. It will lay siege to a fortress with a force of a half-dozen units because it thinks that the garrison is only one or two units. Instead, the AI ends up with a six-on-twelve.
I like the idea of the garrisons. Too bad that they, I assume, either have to be on or off.

I had the same thoughts but then discussed it briefly with DD... The solution: consider it a roleplay element...the besieger pillages your countryside. It costs...
AND engage them in field battles before they can lay siege. So you can prevent them harm your coincoffers. :-)
