You are not giving it enough time. In my game in 1236 the entire catholic world was plunged into world war because Milan allied with England and Portugal attacked Venice which was allied to me, the papal states, france and HRE. Milan, England and portugal all got excommunicated and it is really a huge free for all in western europe.
I was playing the Magyar btw.

the first alliance i have seen was in 1210. I think the problem is that not enough diplomats are running around,.. they seem to disappear ??

I believe that you are right, in vanilla I would keep a few diplomats around Millan (it's the main path from west to east) and would be able to negotiate with passing through diplomats from every faction within twenty turns or so. So far my Millan-posted diplomats are dying of old age while only negotiating once or twice.

i've had games where the ai allied within the first turns and some where they allied first around turn 100.
when they ally late in the game that is welcome, because i can spend more time on building power blocks.
what i did to ensure that the ai can actually do diplomacy is the following:
setting the age of each and every diplomat listed in the descr_strat to 16 AND adding diplomats to those factions that only have princesses at the start.
i know princesses are way better than diplomats, but on the other hand i am way better than the ai.

Forty-eight turns into an English campaign, the following alliances are in place (not counting my own alliances, only AI-AI alliances):
Spain w/ Denmark, Hungary, and Sicily
Sicily w/ Milan, Spain, Portugal, and Poland
Portugal w/ Sicily, Denmark, Hungary, and Poland
Poland w/ Denmark and Sicily
Hungary w/ Portugal and Spain

I'm in year 1215 and no alliances. So spain was cleared out of the map lonely and isolated.
