I was using my roman legionnaires in battle but I found no testudo as their special ability. Is it a sort of bug or is it really removed from game?

The RTR guys removed it as there is no evidence it was used until the late republic (which is very late into the game period). You could try and add it back in, but you'll have to remove the shieldwall ability. Be sure to back up your export_descr.unit.txt if you're doing this.
