well you cant rtw has a hardcoded limit of 21 factions including the rebels and vanilla rtw makes use of all the slots...but you can replace existing ones, this requires lots of editing of lots of files......I was wondering how you make new factions.

I don't think there is any one overall guide to editing a faction - you need to look up information on individual issues in the tutorial sections. eg:

note that where that says expanded.txt if you have BI installed you need to amend expanded_bi.txt instead, even for RTW.
You also might want to find information on:

i read somewhere that you can use rebel territories and make a new faction (example Ireland on Hibernia), can u do this or would i have to replace a faction that does very little with Ireland?
I already have a lot of the files made (such as the settlement, units, buildings available etc) but is this going to go to waste unless i replace a factrion?

If you want to make substantial changes you probably need to replace faction.
Rebels have sort of sub-faction system, where a type of rebel as specified by default rebel in descr_regions.txt has changeable 'faction' name and the rebels for a culture type have certain flag which you can change. Rebels starting in descr_strat will also use the leader names, units (which also have slave ownership), buildings and culture of the faction they are a sub-faction of - so you can adjust them a bit using those, but if you want something unique from other factions you will have to use a real faction slot for them.

I see thanks for the Info. I'm changing the Dacia faction I can't them get to use the latin Names. when I do the game CTD before it even starts. need a little bit help there.

which files did you change the names in?
If you change the names for Dacia faction in descr_strat.txt you must make sure the additional names are listed under Dacia faction in descr_names.txt in the data folder. If you add entirely new names in that file i.e. ones not already used for another faction, you must also enter them into the names.txt file in the data/text folder complete with the in game translation you want for them eg:
beware that the name in the {} must exactly match the one in descr_names.txt including capital letters. Depending on patch version you may also need to update descr_names_lookup.txt in the data folder (that's not required for BI 1.6 but I'm not sure on other versions){Gaius} Gaius
