retraining legion after naval defeat?

Just want to see if this is correct, i did not see it in the house rules. I was defeated on the open sea and the ships were carrying my Legio II. The legion was lost and defeated at sea. Do I...

1. Wait twenty turns and retrain the legion, because the eagle is obviously at the bottom of the sea.

or

2. Have to go find the idiotic rebel pirate who sank my fleet and destroy him before I retrain the legion.

Like I said I did not see this in the house rules, but I like number 2 the best. I also wanted to clear this up for anyone else who experiences this.

I think Sea losses can be rebuilt at once, no waiting, the only time is in Land battles since the Eagle is captured. As for 20 year rule I have no Idea who made that one up. If you Lose a Legion Completely you should be able to rebuild it right away, its stolen Eagles that are the Problem
