Is easy there is no special code or anything. Just one of you (emperor) have total control over building and recruiting. Then decide who gets which legions. Do your turn, do not hit end turn, save the game. Attach the savegame file and email the file to the next person, and so on, when it gets back to the emperor, he looks to see if his order were carried out, i.e movement, cities besieged, etc. Then hit end turn. And do it all over again.

BE SURE THAT EACH PERSON ENABLES THE GARRISON SCRIPT EACH TIME THEY LOAD THE GAME.
