    Default Bonus for fighting in a city?

    Is it possible to give a unit of troops a bonus when they fight in cities and a negative when they fight outside cities?

    I would like to be able to set up elite city-guard units but want to discourage players from taking them out of the cities/towns as that is the job they are supposed to be doing.
