You can do it through diplomacy but the stupid AI sometimes won't even accept free stuff.
That's not what I mean, I want to mod it so each faction gets 5,000 denari for the first 50 turns then 10,000 for the next 50 turns and finally 15,000 till the end of the game. I want to give this to all factions except the one I control to make the game harder to win.
I do not believe that is possible.
You could give them a bunch of money to start with, but that's about it.
I'm sure it can be done you need to investigate scripting. See:

for starting info, you'd need a script that you activate each time you loaded game, scripting allows a condition about LocalFaction i.e. the one you control, so things can be set up just to benefit the AI.
Arthurian Total War has script that does that sort of thing and more as example section:
monitor_event FactionTurnStart Treasury < 2000
and FactionType alemanni
and not I_LocalFaction alemanni
console_command add_money alemanni, 8000
end_monitor

I'm 99.9% sure the effect of difficulty levels is hard-coded. Though if you're not already playing campaign on VH, do that, as yes AI does get more money (and I think you get slightly less)
