They usually deserve a rest! And besides, it adds an extra element to the game when you have to focus on getting lesser generals' stats up.
There are ways to avoid vices. The main ones I think are-
(1) Never have more than 50,000 denarii in the "bank" at the end of a turn (gives generals in cities negative vices)
(2) Never leave a general idle in the field for too long
There are others, you can find the triggers in the EDCT.txt mentioned above. Just avoid them.
