I think most of the major mods seek to make the game harder by giving the AI more cash, changing upkeep costs and AI army composition and things like that. I recommend Lands to Conquer 2.1 - I certainly can't beat it playing the harder factions on VH/VH.
Most good mods will not only balance the game and improve the mechanism of the game but also improve AI (with the help of the ultimate AI mod). Examples include the Long Road mod and Lands to Conquer.

Hardgame is quite good, the garisson script makes he game harder. It also includes arrows that stick to walls.
Definitely try it, it is a must!

Yep, "The Long Road" is the best I know out there. And it makes the game really hard.
