anyone have any strategies for playing this faction. im have great trouble
surviving.

well, well, well.
I guess troubles come here. people who says WRE is unplayable should get away of the imperium constantini. It is doomed to fail in few turns by history, and replaced by a decaying roman empire.
Ingame, a realistic possibility is to burn down all your cities, crashing all buildings to get money, and then disband inutile troops. concentrate ALL your forces in a city, and, if possible, sack the abandoned ones.if you resist the first 15-20 turns, then the economy could became a bit favourable to you, and if you are able, you should get rid of red debts.
a possibility is to have a skilled spy in a your settlement; send your diplomats to get peace treaties to barbarian, even giving them the town (where you have already destroyed all). barbs should immediately occupy it, and your army get out of it; using the spy, immediately reconquer the city, and sack it. then send again the diplomat to get a new peace treaty. sell world info, cities, all but not money.
Then, you could try to expand slowly, in a defensive fashion that could be more aggressive - depend by the situation.
once, playing in H/H, i manage to resist with them several turns before the powerful hordes of burgundians get rid of me
