Except money spent on migrants did not come from the disaster relief fund and it was actually Republicans that declined to expand it last month even as they left D.C. earlier than they would due to hurricane Helene's approach. To put things in a bit of perspective, disaster relief fund's budget for 2023 was about 20 billion dollars.

The claim that it doesn’t come from FEMA’s budget is only true if we omit where the money for the shelter and services program is from. FEMA transferred funds to CBP to offset the money the latter made available to FEMA for the SSP - money that should be available to help Americans who are without food and shelter as a result of the current disaster. The Harris Admin has the authority to reprogram federal agency funds, like those allocated for migrants, in an emergency. I would say the worst hurricane in decades counts as an emergency. So no, funding isn’t being tied up by Republican horse trading on the federal budget last year. In fact, House Republicans have just introduced a bill to permanently reallocate funds FEMA is required to spend on migrants back to disaster relief. The DHS Appropriations Act 2024 shows that the money is from the U.S. Customs and Border Protection (CBP) budget, which is then given to FEMA to hand out, "helping to facilitate the safe, orderly, and humane release of asylum seekers and families".
CBP influences where the cash is spent, with a requirement to send operational data to FEMA on a quarterly basis. This data helps guide FEMA on where to allocate the funds, particularly to shelters that support CBP's border security mission.
The first wave of funding for 2024 came in April, with $259.13 million allocated. Another round was announced late August.
Previous recipients of those funds include counties such as Pima County in Arizona, which received $21.8 million, as well as smaller church ministry organizations with grants around $10,000.
States along the border and elsewhere have previously seen grants. In the last round, over 30 Texas organizations and local governments were given cash.

No you didn’t, and that’s the same link. You’re simply repeating the party line. Per your own source, the money for migrants came from CBP. What it neglects to mention (and I already did) is equivalent FEMA funds were made available to CBP to offset under the same DHS initiative. If Agency A receives a dollar from Agency B, and A then reallocates a dollar from its budget for B to use, both still have a dollar. That's top level deception. After barring extension of FEMA disaster relief funds they're trying to completely cut away shelter and service program as a stunt for the elections. Cutting away the shelter and service program money, which is miniscule compared to what the disaster relief fund used ad needs, doesn't accomplish anything other than exacerbates an existing issue. Migrants don't disappear just because the fund is cut away. The money seems to come from the U.S. Customs and Border Protection granted by the Congress anyway.

The bill is barely a page and a half and reallocates SSP funding to FEMA under its statutory authority for disaster relief. Nothing deceptive about it, nothing to do with disappearing migrants. Nor does it say anything about would happen to the funds FEMA made available to CBP to offset SSP funding. What’s deceptive is for DHS and the press to ignore this or to pretend CBP is funding the program outright. If the Harris Admin doesn’t like being accused of prioritizing migrants over Americans, they can reprogram these or other agency funds on their own for emergency purposes without waiting on Congress.

Trump, the GOP presidential nominee, and a number of his Republican allies have been pushing unsubstantiated claims this week concerning the response of President Joe Biden and Vice President Kamala Harris to Helene, which left at least 225 people dead and dealt massive damage to infrastructure when it ripped through the Southeast late last month.
The former president falsely claimed that the Federal Emergency Management Agency (FEMA) was diverting disaster relief money to illegal migrants.
Trump said during a rally in Michigan on Thursday that Harris, who has no direct control over FEMA or any other federal agencies, had spent "all her FEMA money, billions of dollars, on housing for illegal migrants."
In reality, some FEMA money has been spent to house migrants but the funds are part of a program that is entirely separate and unrelated to the FEMA disaster fund, which the agency says is fully funded to deal with the current crisis.
Trump also falsely claimed that Republican Georgia Governor Brian Kemp, with whom he held a joint news conference concerning disaster relief efforts on Friday, was unable to speak with Biden about federal disaster assistance over the phone.
In an op-ed published by the newspapers on Saturday titled, "Shame on Donald Trump for worsening NC's Helene tragedy with political lies" the joint editorial board critiqued Trump's remarks for trying to benefit himself politically instead of bringing the community together.
"This is not a situation to capitalize on for political gain. But former President Donald Trump has politicized the situation at every turn, spreading falsehoods and conspiracies that fracture the community instead of bringing it together," the editorial boards wrote.
According to the editorial board, "the worst examples" of this is a Truth Social post this week in which Trump claimed that the federal government and Democratic state officials were "going out of their way to not help people in Republican areas" in the aftermath of Helene.
However, there does not appear to be any credible evidence to support Trump's claim, with Republican governors in affected states having instead thanked the government for a prompt disaster response.
It’s true that FEMA spends lots of money on migrants and people are going to call that out when Americans are desperate and dying. Nobody on the ground there who hears they shuttled some funds back and forth between FEMA and CBP and therefore Trump “lied” because budgets and accounting is going to thank these “journalists” from the roof of his flooded home. Harris can redirect federal agency funds for emergencies, including those being spent on migrants. She should know - her Party is attacking Trump for it. This is a very interesting case of misdirection. What you're linking to is from 2019 when Trump was the president and took money out of FEMA while a hurricane was about to hit Puerto Rico (which already declared a state of emergency) to allocate it to detention centres in the southern border of mainland USA. This is not something Harris' party is attacking Trump over but something they attacked him over five years ago. What we also have is you linking us a CNN (bastion of woke leftist Marxist progressive agenda to turn US public into trans gay Muslim Communists from Mexico, we're told) article fact checking a claim by the Democrats which we were told that it never happens.
