    Default Carthaginian Reforms

    I've met all of the Carthaginian faction reform requirements, as I've fought numerous battles with the Romans by the year 237, I have the required settlements, and I had a Barcid war leader. However, I haven't gotten the reforms. Part of this might be is that my war leader died shortly before 237, so it didn't trigger the reforms.

    The problem is that the AI is always declaring war, especially since the ships attack constantly. In this situation, I can't elect a new Rab Mahnet because I can never be at peace. What can I do to get the reforms?

    Wait for the fallback time. Eventually the reform will happen.

    Yeah, I have to do that. I made a line of ships from Sicily to Africa and from Italy to Illyria to cut off the entire Adriatic and Western Mediterranean to any outside fleets, at the expense of my entire economy.

    Then the Numidians came back into existence to make sure I could never have peace.
