How do i get this? i have 5 walled settlements ( no pastoral or converted nomadic region) with Æfsadai Khsaran instaled for over 6 turns. Do i need anything else? i have FL bouncing between on move and wants to settle trait and i do not have tribute extractors in all those settlements?

Are they Town walls or Large Town walls? They need to be the one that requires 2000 population or more

Not all are large towns, but according to manual they don¨t need to be? there is "town, large town or higher" - no pastoral or nomadic card, which they aren't . But thanks to your reply. Need to grow up 2 settlements then, or conquer another, but my supply chain getting delays regardless of sarmati speed.
