Ahhh... for 3KTW this is certainly not easy. The magic of 3KTW is that each faction has very different mechanics, some of them unique. We're not talking a new building or a new unit. We're talking things like "Menace" or "Legitimacy" etc. Or a completely different tree for Bandits.
I think it may be possible to "steal" a faction's unique mechanic and put it elsewhere, like putting Cao-Cao's Scheming on a "Sima Yi" faction (although honestly, Sima Yi took over the Wei) or something. But I don't know how. I would suggest looking in the steam workshop for solutions. Although I haven't found anything.
