Permission for using 2D art

Hello, is there anybody who I could ask for permission to use 2D art? Especially building icons? Or is there an author of those who could point me to some tutorials how to make one? I mean, I know how to copy files and where to put them. I am looking for some tutorial for GIMP (or other software) on how to make those cute pictures of buildings and stuff.

Joar appears to be the hand behind the artwork, so he is your best contact. Unfortunately he hasn't been around in a few months but then, that's still a chance he'll come back if you message him.
